Air conditioning coming to Texas prisons is getting some traction. State representative Kyle Kacal of College Station is the new vice chairman of the House corrections committee. Speaking on WTAW’s The Infomaniacs, Kacal says it is not as much about the inmates as it is about keeping correctional officers.
According to the sponsor of one of the bills, Terry Canales of Edinburg, prison guard turnover in the first year of employment is 40 percent.
